Job Description

Deputy Chief Officer (Designate)

Responsible to: Chief Officer
Hours: 35 hours per week (excluding 30-minute break), permanent, full-time
Pay Grade: SCP 18 – £30,559 per annum, rising to SCP 21 – £32,115 per annum upon completion of CiLCA qualification


Job Purpose

To provide efficient and effective support to the Chief Officer in the day-to-day management and operations of the Town Council. The postholder will play a key leadership role in the administration of Council functions and services and will deputise for the Chief Officer as required.


Key Duties and Responsibilities

Leadership and Office Management

  • Responsible for the effective management of office resources, administration systems, and staff.
  • Represent the Chief Officer or the Council at meetings or events as required.
  • Deputise for the Chief Officer during absences, including fulfilling responsibilities of the Proper Officer where necessary.

Committee and Council Support

  • Prepare agendas for the General Purposes and Highways Committee in consultation with appropriate Councillors and the Chief Officer.
  • Clerk General Purposes and Highways Committee meetings; record minutes and decisions; prepare reports; and manage the implementation of arising actions.
  • Draft agendas for Full Council and other standing committees.
  • Manage work arising from working parties as delegated and clerk working party meetings.

Operational Support and Project Delivery

  • Ensure value for money on utilities in collaboration with the Administration Officer.
  • Assist with the research, planning, and delivery of strategic Council projects as delegated by the Chief Officer.
  • Communicate project progress and outcomes to relevant staff, councillors, and the public.

Communications and Publications

  • Lead the production of the Council’s Annual Report and quarterly newsletters.
  • Oversee additional publications as required by the Chief Officer.
  • Ensure the accuracy and currency of published Council information, including online materials and printed resources such as Office and Councillor Information Packs.

Events and Community Engagement

  • Coordinate the Council’s programme of community events, including:
    • May Fayre (with the Administration Assistant)
    • Civic Reception and Civic Service (with the Administration Officer)
    • Remembrance activities (with the Administration Officer)
    • Christmas Lights event
    • National events and celebrations
  • Arrange and manage public consultations on relevant Council matters.

Governance and Compliance

  • Support the Chief Officer, councillors, and staff with information and guidance as required.
  • Take responsibility for the Council’s IT and telephone systems.
  • Stay up to date with sector developments and highlight issues of relevance to the Chief Officer.
  • Oversee the annual review of risk assessments with appropriate staff.
  • Review, draft, and update Council policies as required.

Additional Responsibilities

  • Undertake any other duties that fall within the broad spirit, scope, and purpose of this job description.
  • Study for and complete the Certificate in Local Council Administration (CiLCA) within 12 months of appointment.

Continuity Planning (In the Absence of the Chief Officer)

The Deputy Chief Officer shall assume the following responsibilities:

  1. Carry out all Proper Officer duties in accordance with the Council’s Standing Orders and policies.
  2. Approve press releases and make public communications in consultation with relevant Members.
  3. Make operational decisions relevant to their role, consulting with Members as necessary and maintaining written records to report to the Chief Officer upon their return.
